WE ASK THE WICHITA FALLS INDEPENDENT SCHOOL DISTRICT BOARD OF TRUSTEES RECOMMENDED TEXAS MUSIC STATE EDUCATOR, TEXAS MUSIC EDUCATORS ASSOCIATION, ALL STATE STUDENTS AS COMMITTED AND RECOMMENDED BY DR. NILES SUPERINTENDENT.

TMEA SPONSORS THE TEXAS ALL STATE AUDITION PROCESS TO PROMOTE STUDENTS DEDICATION TO THE MUSICAL INDIGENCE SKILL, AND TO ENCOURAGE EDUCATORS TO SUPPORT THEIR STUDENTS DEVELOPMENT.

BEGINNING EACH FALL, OVER 70,000 HIGH SCHOOL STUDENTS ACROSS THE STATE AUDITION IN THEIR TMEA REGION.

INDIVIDUALS PERFORM SELECTED MUSIC FOR A PANEL OF JUDGES WHO RANK EACH INSTRUMENT OR VOICE PART.

A SELECT GROUP OF MUSICIANS ADVANCES TO COMPETE AGAINST MUSICIANS FROM OTHER REGIONS IN THEIR PART.

A SELECT GROUP THEN ADVANCES TO COMPETE AGAINST OTHER AREAS.

THE HIGHEST RANKING MUSICIANS JUDGED AT THE TMEA AREA COMPETITIONS QUALIFY TO PERFORM IN ONE OF 18 TEXAS ALL STATE ENSEMBLES SPONSORED BY THE BAND, ORCHESTRA, AND VOCAL DIVISIONS.

THE FOLLOWING WFISD STUDENTS RECEIVED TMEA ALL STATE HONORS FOR 2024.

THIS IS HIS THIRD YEAR TO MAKE ALL STATE.

AS A SIDE NOTE, HE IS A PANEL OF A COUPLE OF GUYS WHO JUST WON THE RED REVERSE SCIENCE [INAUDIBLE] FOR A WEEK HERE, MISSED ON SATURDAY. [APPLAUSE]

HE MADE THE ALL STATE ORCHESTRA THIS YEAR AS A SENIOR, AND WE'RE DECIDED IT'S THE FIRST TIME IN THE HISTORY OF RYDER HIGH SCHOOL THAT WE'VE HAD TWO ALL STATE STREET PLAYERS.

TAKE YOUR ENROLLMENT TIMES IT BY OUR BASIC ALLOTMENT AND TIMES IT BY THAT ADA RIGHT THERE, AND THAT GIVES YOU A BASELINE IDEA OF WHERE WE'RE AT.

JUST SPEAKING OF FINANCES, I ALWAYS WANT TO LOOK AT SOME FISCAL NOTES EACH MONTH AND MISS WARD AND HER TEAM ARE WORKING HARD ON THE '24/'25 BUDGET, AND WE'RE INCORPORATING SOMETHING CALLED ZERO-BASED BUDGETING IN MANY OF OUR DEPARTMENTS SO THAT IT CAN TIGHTEN UP THE BUDGET.

IT BASICALLY WORKS AT ZERO AND YOU BUILD OUT.

WHAT'S THE WHY BEHIND THAT IS SOMETIMES WE JUST ROLL BUDGETS OVER AND IT JUST THAT'S THE WAY WE'VE ALWAYS DONE IT AND THIS IS A WAY TO REALLY BUILD A TIGHT BUDGET AND NOT AS MUCH WASTE.

NOT EVERY DEPARTMENT IS THERE.

WE JUST STARTED IT, BUT [INAUDIBLE] DOING A GOOD JOB INCORPORATING THAT.

I DIDN'T WANT TO BRAG ON YOU, THE BOARD IN THIS DISTRICT THAT NOT DOING WHAT EVERYBODY'S DOING, JUST JUMPING ON THE BANDWAGON WITH PASSING DEFICIT BUDGETS THIS PAST YEAR.

THANK YOU FOR THAT. WHEN I SAY EVERYBODY, I MEAN THE OVERWHELMING MAJORITY OF DISTRICTS PASSING DEFICIT BUDGETS, THINKING THAT THE LEGISLATOR WAS GOING TO BAIL THEM OUT, THEY GAVE ALL TEACHERS AND WE WANT TO DO THAT, THEY GAVE THEM BIG RAISES AND SAID THE LEGISLATOR IS GOING TO TAKE CARE OF TEACHERS, AND THEY DIDN'T.

NOW, ALL THOSE THINGS THAT I'M SENDING YOU IN YOUR FRIDAY FOCUS, IN YOUR EDUCATIONAL ARTICLES, AND ALL OF THEM SAY LAYOFFS, LAYOFFS, BUDGET CUTS.

JUST EVERY DISTRICT IS DOING IT.

NOW, THEY'RE HAVING TO LAY PEOPLE OFF, CUT POSITIONS, AND THAT'S JUST PART A.

PART B IS THEY ARE STAFFING POSITIONS WITH ESSER MONEY, AND THEY'RE GOING TO COME TO AN ESSER CLIFF HERE PRETTY SOON.

WE'RE NOT IN THAT POSITION EITHER.

OUR FINANCE TEAM HAS DONE A GOOD JOB OF MAKING SURE, AND OUR HR TEAM HAS DONE A GOOD JOB MAKING SURE THOSE POSITIONS ARE NOW CODED 199 OR STATE COMP, THAT WHATEVER IT MAY BE, BUT NOT ESSER FUNDED.

THOSE STAFF MEMBERS DON'T HAVE TO WORRY ABOUT IT.

DO I EVEN HAVE A JOB? ARE WE IN TROUBLE? ARE WE ON AN ESSER CLIFF? ARE WE IN A FISCAL CLIFF? WE PASSED A BALANCED BUDGET AND WE'LL PROPOSE THAT FOR THE '24/'25 YEAR AS WELL.

SOME OF THE RUMORS OUT THERE, WFISD IS IN FINANCIAL SHAMBLES, OR THIS, THERE'S NO TRUTH TO THAT WHATSOEVER.

REALLY WATCHING STAFFING WHICH IS THE KEY PIECE, ABOUT 80% OF THAT.

THEN A BIG PIECE THAT WE'RE GOING TO BRING TO THE BOARD PROBABLY IN MARCH AT THE NEXT MEETING IS THE TASB SALARY STUDY.

AFTER A LOT OF WORK, THAT FINALLY CAME BACK.

THERE IS A SMALL GROUP OF OUR SENIOR STAFF WHO WERE ABLE TO REVIEW THOSE NUMBERS JUST A COUPLE OF DAYS AGO.

LOOKING AT THAT IS WE SEE A COUPLE OF THINGS ON THE SALARY STUDY, AND I TALKED ABOUT THIS A LITTLE BIT IN THE FRIDAY FOCUS IS THAT SOME AREAS WERE OKAY, BUT IN, SPECIFICALLY, THAT RANGE OF SIX YEARS EXPERIENCE TO 10 YEARS EXPERIENCE, THERE'S A PRETTY LARGE GAP THERE.

WHAT DOES A LARGE GAP MEAN? WELL, AT LEAST $6,000 OR $7,000 IN THE DIFFERENCE BETWEEN OUR COMPARABLE GROUPS.

WHO ARE OUR COMPARABLE GROUPS? WELL, I BROKE THOSE DOWN.

THOSE ARE ABILENE ISD, AMARILLO ISD, GRAPEVINE-COLLEYVILLE, AND CROWLEY, AMONGST A FEW OTHERS.

BUT THAT'S WHO WE'RE COMPARED TO WHEN THEY'RE LOOKING AT TEACHER SALARIES.

THAT'S ABOUT THE SAME AMOUNT OF STUDENT ENROLLMENT, GEOGRAPHICALLY LOCATED.

WHAT DOES A TEACHER IN ABILENE OR AMARILLO MAKE IN SIX YEARS COMPARED TO WHAT WE MAKE? THERE'S ABOUT A $6,000 GAP, SOMETIMES A LITTLE BIT MORE THAN THAT.

THAT'S SIGNIFICANT. IT COULD BE $6,000-$8,000.

ANOTHER AREA THAT WE ARE REAL FAR BEHIND IN, OVER 20%,

YOU ALL KNOW IT, PARAPROFESSIONALS AND OUR TEACHERS AIDES, AND OF COURSE, WE'VE TALKED ABOUT SUBSTITUTE PAY.

THE RULE OF THUMB IS YOU WANT TO BE AT 90%.

IF YOU'RE AT 90%, YOU'RE DOING ALL RIGHT, AND WE'RE FAR BEHIND THAT SO WE GOT TO FIND A WAY TO GET BETTER AND CLOSE THAT GAP, THAT'S WHY I PUT NOW WHAT? BECAUSE WE'RE NOT GOING TO GET ANY ADDITIONAL FUNDING FROM THE STATE, WE KNOW THAT, THE LEGISLATIVE SESSION DOESN'T EVEN MEET FOR OVER ANOTHER YEAR.

THEN WE'RE GOING TO BE HAVING THIS WHOLE FIGHT ABOUT BSAS AGAIN, THAT'S COMMON, AND ALL IN ONE, IT'S NOT GOING TO BE SEPARATE.

WHAT DO WE DO? HOW DO WE FIND THE MONEY? THERE'S ONLY SO MUCH THAT WE CAN GIVE FOR TEACHER RAISES WITHOUT NEW MONEY COMING IN AND THE INFLATION SOARING THE WAY IT IS IN ENERGY, 40%, BUSING, GAS, ROOFING MATERIALS.

ONE THING THAT WE COULD FLOAT OUT THERE IS THE POSSIBILITY OF LOOKING AT A VOTER-APPROVED TAX RATIFICATION ELECTION.

JUST LOOKING AT THE DETAILS OF THAT, WHAT DOES THAT ENTAIL? THAT'S THE POSSIBILITY OF TAKING THE PENNIES FROM YOUR INS AND MOVING THEM OVER TO YOUR MAINTENANCE AND OPERATIONS AND USING THOSE PENNIES TO POSSIBLY PAY FOR SALARIES.

WE'RE JUST IN THE VERY EARLY STAGES OF JUST IS THAT A POSSIBILITY? IS THERE EVEN CAPACITY TO DO THAT? IF WE HAVE THE PENNIES, WHAT ARE THEY WORTH? CAN WE STILL PAY OUR DEBT PAYMENT IF WE DID THAT? WE'RE GOING TO DO SOME ANALYZING.

MISS HORTON AND I HAD A MEETING TODAY, MET WITH SOME FINANCIAL ADVISORS, AND WE'RE GOING TO CIRCLE BACK WITH THEM AND TALK WITH HILLTOP AND SEE WHAT EVERY PENNY GENERATES.

IS THAT EVEN A POSSIBILITY? THEN BRING THAT INFORMATION TO THE BOARD AND THE COMMUNITY AND PUBLIC.

WE'RE SUPER EARLY, BUT WE JUST WANTED TO KIND OF GET SOME IDEAS OUT ON THE TABLE WITH THAT BECAUSE IT'S FEBRUARY.

IN THAT 6-10, AND THEN THERE'S 11-15, THERE'S A GAP THERE AS WELL.

BUT I'M SAYING THAT'S THE LARGEST GAP.

I'VE GOT A LIST HERE JUST FOR THE COMMUNITY AND FOR THE BOARD THAT WASN'T HERE AT THE TIME, HAD SOME TENNIS PROJECTS, HOSKINS AND THE OPTIMIST FIELDS AND THE TRACKS, MEMORIAL ATHLETIC COMPLEX, THAT'S PAVING WORK AND SO ON AND SO FORTH.

SOME ELECTRICAL WORK, HAD TO PAY FOR THE INSURANCE AND SOME ROOFS AND DRAINAGE.

THAT CAME TO $9.3 MILLION, KICKED IN 329,000 FROM OUR GENERAL OPERATING FUND BALANCE, AND SO WE HAD A NINE MILLION DOLLAR TAX NOTE AND THAT'S GOING TO BE ROLLING OFF.

WE SPENT ABOUT $1.1 MILLION A YEAR ON THAT MAINTENANCE TAX NOTE, AND IT'S GOING TO BE ROLLING OFF AS WELL.

SO THERE'S SOME OPTIONS AND SOME FLEXIBILITY THERE.

ANOTHER ONE, DO WE JUST KEEP THAT IN THAT MILLION DOLLAR AND USE IT FOR SALARY? OPTIONS. SO I WANTED TO MAKE SURE EVERYBODY WAS AWARE OF THAT. JUST A FEW MORE YEARS.

THIS YEAR, WE SPENT $1.1041 MILLION ON THAT MAINTENANCE TAX NOTE.

IT WAS SO MUCH FUN. WE HAD OVER 1,000 VISITORS THROUGH THE FORUM THAT NIGHT.

IT WAS TO THE POINT WHERE, PERHAPS YOU KNOW THERE'S A CHARTER SCHOOL ACROSS THE STREET FROM THE FORUM AND THEY WERE COMING OVER DOING A LITTLE RECONNAISSANCE JUST TO SEE [LAUGHTER] HOW ARE WE GETTING ALL OF THESE PEOPLE TO COME ON OUT THAT NIGHT.

WE ARE LOOKING FORWARD TO DOING THAT AGAIN, THAT WAS JUST A REALLY SUCCESSFUL EXPERIENCE FOR US.

WE HAVE TWO BEAUTIFUL DANCE FACILITIES IN OUR NEW HIGH SCHOOL, AND WE HAVE TWO VERY SUCCESSFUL, WONDERFUL, SMART, YOUNG, ENERGETIC, ENTHUSIASTIC TEACHERS WHO ARE GOING TO COME RUN THESE PROGRAMS. THAT CAME FROM ONE OF OUR YOUNG TEACHERS.

IF YOU KNOW ANYTHING ABOUT TEXAS DRILL TEAM STARTING AT KILGORE COLLEGE, THE RANGERETTES, AND THAT IS A VERY TEXAN THING.

WE ARE NOT GIVING UP ON DANCE COMPLETELY, WE WILL DO DRILL TEAM IN THE FALL, SO THINK HATS, BOOTS, FRINGE, SEQUINS, [LAUGHTER] AND WE WILL BE TRAINING THEM ON TRADITIONAL DANCE TECHNIQUES; MODERN, JAZZ, BALLET, HIP-HOP.

BECAUSE DURING THE SPRING SEMESTER, THEY WILL COMPETE AGAINST OTHER SCHOOLS, AND THE RIDER RAIDERETTES, WHO WE HAVE BETTER ALONG, THEY HAVE MAINTAINED UNTIL THE END OF OUR THREE HIGH SCHOOLS, I'LL PUT IT THAT WAY.

THEY HAVE BEEN VERY SUCCESSFUL ON COMPETITION.

THEY WERE JUST GRAND CHAMPIONS A COUPLE OF WEEKS AGO AND THEY HAVE ANOTHER ONE COMING UP THIS COMING WEEKEND, SO WE ARE NOT LEAVING TRADITIONAL DANCE BEHIND WHATSOEVER, BUT THIS IS JUST A LITTLE PICTURE AND I WAS SO EXCITED.

WE HAD A MEETING FOR DRILL TEAM, AND IF YOUR PARENTS WANTED YOU TO BE IN DRILL TEAM OR TO AUDITION AND TRY OUT, YOUR PARENTS HAD TO COME TO THE MEETING.

WE WERE IN 302 AT THE CEC, ALL THE TABLES AND CHAIRS WERE OUT AND THERE'S A LITTLE PART OF ME THAT JUST HAD THAT RIPPLE IN MY BELLY LIKE ARE THEY GOING TO COME, ARE THEY GOING TO SHOW UP? [LAUGHTER] BEFORE I KNEW IT, THERE WAS A DANCE DAD THERE WHO WAS GOING IN THE CLOSET AND GETTING OUT EXTRA CHAIRS FOR ME AND PUTTING EXTRA CHAIRS AROUND BECAUSE WE HAD JUST A ROOM FULL OF PEOPLE.

I KEEP SAYING WE HAVE A PLAN FOR DANCE AND I THINK WE DO, BUT ALSO, IT COMES FROM THESE YOUNG, NEW ENERGETIC TEACHERS WHO ARE COMING TO LEAD AND I THINK YOU'LL BE VERY PLEASED WITH THEM.

THEY PERFORMED FOR OUR HIGH SCHOOL THEATER STUDENTS.

WE ALL MET OVER AT RYDER.

THEY DID A FANTASTIC PERFORMANCE OF ROMEO AND JULIET FOR OUR STUDENTS.

THE WICHITA FALLS SYMPHONY ORCHESTRA PRESENTED THEIR ANNUAL YOUNG PEOPLE'S CONCERT JUST LAST MONTH.

ALL THE PIER FIVE, THE COURT STUDENTS ATTENDED AND IT WAS COMPLETELY FREE TO US, THANKS TO THE SYMPHONY WRITING GRANTS, EVEN THE TRANSPORTATION.

WE HAVE A REAL FUN SHUTTLE THAT'S WORKED OUT WITH JULIET THAT TAKES KIDS BACK AND FORTH ALL DAY. THANK YOU TO THEM.

THEY ALSO PROVIDE US WITH AN ARTIST AND RESONANCE PROGRAM OR THE SYMPHONY ORGANIZATION PAYS DEDICATED MUSICIANS TO COME INTO OUR ORCHESTRA CLASSROOMS TO TEACH INDIVIDUAL LIBERAL LESSONS WITH STUDENTS, AS WELL AS SUPPORT THE TEACHERS A CONTINUAL LEARN.

IN ADDITION, THEY PROVIDE THE NEWEST PROGRAM, WHICH OFFERS FREE OR GREATLY DISCOUNTED TICKETS TO STUDENTS TO ATTEND THEIR SYMPHONY CONCERTS.

WHICH SHUFFLES YOUTH SYMPHONY ORCHESTRA PROVIDES FREE SUZUKI STRING INSTRUCTION AT TWO OF OUR ELEMENTARY SCHOOLS.

THE ARTS COUNCIL, OF WHICH SHUFFLES, PROVIDES US WITH PROFESSIONAL DEVELOPMENT OPPORTUNITIES FOR OUR TEACHERS, GALLERY, AND PERFORMANCE SPACE, AND IS A GREAT PARTNER FOR SOME OF OUR YOUTH ART PROGRAMS. THEY PROVIDE THE SPACE, THE MATERIALS, AND THE TEACHERS IN THE SUMMER, AND WE PROVIDE THE FUNDING THROUGH TITLE IV FEDERAL FUNDS.

BACKDOOR THEATER PROVIDED A SUMMER THEATER CAMP FOR STUDENTS LAST SUMMER, AND STILL PROVIDED A STRINGS CAMP BASED ON THE SIMILAR MODEL.

AND WE PLAN TO REPLICATE THOSE, AGAIN, THIS SUMMER.

WE HAD A LARGE OUTPOURING, LIKE THESE PROGRAMS WERE MAXED OUT AS MANY AS THEY COULD TAKE IN THEIR PROGRAM.

WE PROVIDED THOSE KETTLES FOR THAT, AND IT WAS JUST A GREAT PARTNERSHIP, AND WE HEARD WONDERFUL COMMENTS FROM PARENTS WHO HAD CHILDREN ENROLLED IN THOSE PROGRAMS. THE PRETTY FOUNDATION CONTINUES TO FUND OUR ANNUAL SIXTH GRADE OPERA TRIP, WHERE WE GO VISIT THE DALLAS OPERA, THE AT&T, WINSPEAR OPERA HOUSE.

THEN WE CAN'T FORGET MSU TEXAS, AND SPECIFICALLY THE FAIN COLLEGE OF FINE ARTS.

THERE ARE YES PEOPLE.

WILL YOU BRING STUDENTS TO SERVE AS MARCHING CONTEST HELPERS? YES. WILL YOU TEACH THE RADICS, PRINTMAKING, WHATEVER CLASS THE TEACHERS WANT TO LEARN MORE ABOUT THIS SUMMER? YES. CAN WE HOST THE BASE COMPETITION IN YOUR SPACE? WELL, YES, YOU CAN.

THEY ARE JUST WONDERFUL TO US.

THEN FINALLY, THE WFMA WICHITA FALLS MUSEUM OF ART.

THEY ALSO HOST OUR ANNUAL MIDDLE SCHOOL ART SHOW.

THESE PEOPLE, LIKE THOSE ORGANIZATIONS, MOST OF THEM ARE NON PROFITS AS WELL.

THEY ARE RELYING ON FUNDING TO PROMOTE THEIR PROGRAMS, BUT THEY ARE ALSO WRITING GRANTS ON THEIR OWN BEHALF SO THAT THEY CAN FUND OUR PROGRAMS AS WELL.

WITHOUT THEM I HESITATE.

I DON'T WANT TO THINK ABOUT WHAT WE DO WITHOUT THEM.

JUST HEARING WICHITA FALLS, WE ARE A COMMUNITY OF ARTISTS, WE REALLY ARE.
