AS PRESIDENT OF THE BOARD OF TRUSTEES OF THE WICHITA FALLS INDEPENDENT SCHOOL DISTRICT I HEREBY CALL TO ORDER THIS MEETING OF THE BOARD OF TRUSTEES.

LET THE RECORD REFLECT THAT A FORM OF THE BOARD IS PRESENT AND THAT THE MEETING HAS BEEN DULY CALLED AND NOTICE OF THE MEETING HAS BEEN POSTED FOR THE TIME AND IN THE MANNER REQUIRED BY LAW.

IT'S MY PLEASURE TO WELCOME EACH OF YOU TO THIS MEETING OF THE BOARD OF TRUSTEES.

PLEASE KEEP IN MIND THAT THIS MEETING IS A MEETING OF THE BOARD OF TRUSTEES THAT IS HELD IN PUBLIC AND NOT STRICTLY A MEETING OF THE PUBLIC.

>> EVERY JANUARY IS, AS YOU KNOW, BOARD APPRECIATION MONTH AND SO WE HONOR THE COMMUNITY VOLUNTEERS WHO SERVE ON THE LOCAL BOARD.

THE THEME THIS YEAR HAS BEEN LOCALLY ELECTED, COMMUNITY CONNECTED.

WE REALLY APPRECIATE SERVICE THAT YOU HAVE FOR THIS COMMUNITY, FOR THE STUDENTS, FOR THE STAFF AND EACH OF YOU HAS DEDICATED VERY LONG HOURS TO SET THE GOALS FOR THE DISTRICT.

YOU SET THE TONE AND THE TEMPO AND DETERMINE THE RESOURCES AND THE BUDGET NECESSARY TO GET THE JOB DONE.

YOU DO THIS WITHOUT MUCH APPRECIATION, THAT THANKLESS JOB.

YOU MAINLY HEAR MORE CONCERNS, MORE GROWS, THE GLOWS AS THEY SAY.

BUT THIS IS JUST THE DAY TO SAY THANK YOU, WE SUPPORT YOU.

IT WAS AN OFFICER APPRECIATION DAY.

IT WAS DURING A BOARD MEETING THAT WE GOT OUT.

WE STARTED THE MEETING AT AT NOON BUT WE WANTED THE BOARD AND THE COMMUNITY AT LARGE TO BE INTRODUCED TO OUR OFFICERS.

WE'VE GOT A UPGRADED STAFF, OF COURSE, THROUGH HB3.

WE HAD TO HAVE MULTIPLE OFFICERS THAT WE HIRED TO MEET THE NEEDS OF ONE OFFICER FOR EVERY CAMPUS AND WE'RE STILL WORKING THROUGH THAT.

BUT IT'S AN OPPORTUNITY FOR US TO CELEBRATE AND RECOGNIZE AND APPRECIATE OUR OFFICERS, AND MANY OF THEM ARE HERE.

AS YOU KNOW, IN THE LAST YEAR AND A HALF WE'VE GOT A NEW POLICE CHIEF, ANTHONY SMITH, AND ONE OF THE THINGS WE TALKED LONG ABOUT BEFORE HE WAS HIRED IS THE NEED TO COMPLETELY REVAMP THE WFICPD.

THAT MEANT CULTURALLY HOW THE PUBLIC VIEW OUR PD, HOW OUR STAFF VIEW THEM, ALMOST TO THE POINT WHERE YOU DON'T EVEN NOTICE THEM BUT THEY'RE THERE WHEN THEY'RE NEEDED TO BE THERE FOR A SAFETY ISSUE.

THAT'S WHAT WE HAVE AND CHIEF SMITH HAS DONE A PHENOMENAL JOB LEADING THIS DEPARTMENT IN EVERY WAY.

FROM THE LOOK, FROM HOW THEY LOOK, FROM A MILITARISTIC LOOK TO A MORE COMMUNITY POLICING LOOK, ADVOCATING HARD FOR HIS OFFICERS TO ENSURE THEY HAD BETTER UNIFORMS, BETTER POLICE CARS, WHICH YOU'VE MOST GRACIOUSLY APPROVED, EQUIPMENT, NON-LETHAL EQUIPMENT AND HAVE THAT BEFORE.

JUST A WHOLE BUNCH OF OPTIONS TO HAVE OUR POLICE FORCE BE FIRST CLASS.

WE WANT TO RECOGNIZE THEM.

FIRST, TO DO THAT AND INTRODUCE ALL HIS OFFICERS.

THE FIRST ONE WE WOULD RECOGNIZE IS POLICE CHIEF, ANTHONY SMITH.

THAT WAS ALL DUE TO THE STRONG SUPPORT SYSTEM THAT'S OUT HERE IN THE AUDIENCE AND ALSO AT THE COMMUNITY.

THESE GUYS EXEMPLIFY WHAT IT TAKES TO BE A STUDENT-ATHLETE.

SIX ARE HERE TONIGHT. ONE COULD NOT BE HERE, BUT I WILL INTRODUCE HER AS WELL.

I WOULD LIKE TO SAY BEFORE I INTRODUCE THE GIRLS IS THAT THEY ARE WHAT I WOULD CALL THE TEXTBOOK DEFINITION OF A STUDENT-ATHLETE.

THESE GIRLS ARE TOP OF THEIR CLASS, INVOLVED WITH MANY EXTRACURRICULAR ACTIVITIES, OUR STUDENT COUNCIL, MULTI-SPORT ATHLETES AS WELL.

IT'S BEEN A PLEASURE COACHING THEM.

I'M EXCITED TO SEE ALL THE GREAT THINGS THAT THEY'RE GOING TO DO.

ONE OF OUR THEMES AT RIDER THIS YEAR WAS LOBO, WHICH STOOD FOR LAST ONE BEST ONE.

WE REALLY DID HAVE A GREAT YEAR.

GOING ALONG WITH THAT THEME OF LOBO, WE HAD 12 STUDENT-ATHLETES MAKE ACADEMIC ALL-STATE, WHICH IS THE MOST THAT WE'VE EVER HAD.

THIS TRULY WAS THE BEST YEAR THAT WE'VE EVER HAD.

I'M GOING TO INTRODUCE THESE GUYS.

SO MANY OF THEIR KIDDOS AND STUDENTS THAT GO TO SCHOOL ARE IN BROOK VILLAGE OR HAYNES HEAD START.

SO THE PRE K BILINGUAL CLASSES, WE HAVE TWO AT BROOK VILLAGE, AND THEY HAVE 39 STUDENTS THERE WITH TWO CLASSES.

THEN LAST YEAR WE DID HAVE THREE YEAR OLD HEAD START AT BROOK VILLAGE, BUT WE DID LOSE A FEW BILINGUAL TEACHERS.

THERE ARE SOME BILINGUAL KIDDOS IN THE THREE YEAR OLDS AT BROOK VILLAGE THAT WILL GO INTO FOUR YEAR OLD PRE K NEXT YEAR.

WE WERE ABLE TO HAVE A BILINGUAL TEACHER AT THE HAYNES HEAD START, SO THERE IS ONE BILINGUAL PROGRAM THERE.

MANY OF THOSE STUDENTS WILL PROBABLY GO TO SCOTLAND PARK, BUT IT JUST DEPENDS.

SO WE HAVE QUANTITY OF STUDENTS.

THIS IS JUST AN OVERVIEW.

I'M NOT GOING TO READ ALL OF IT ABOUT THE [INAUDIBLE], BUT THIS MAINLY IS THE INSTRUCTION THAT'S DELIVERED BY ALL BILINGUAL TEACHER AND THE GOAL OF THE TRANSITIONAL BILINGUAL EDUCATION PROGRAM IS FOR STUDENTS TO USE THEIR PRIMARY LANGUAGE AS A RESOURCE.

THEY GET A FOUNDATION IN THEIR HOME LANGUAGE, WHICH IS SPANISH.

SOMETIMES IT'S NOT COMPLETE SPANISH.

THEY COME WITH BROKEN LANGUAGE.

THEY KNOW A LITTLE BIT OF ENGLISH AND SPANISH, SO WE GIVE THEM THOSE SKILLS IN BOTH LANGUAGES.

WE ALSO HAVE ESL PROGRAM MODELS IN WFISD.

WE HAVE THE ESL CONTENT BASED, WHICH ARE SERVED STUDENTS WHO ARE ESL, WHICH USUALLY ARE LANGUAGES OTHER THAN SPANISH OR SOMETIMES PARENTS THAT THEIR STUDENTS SPEAK SPANISH OPT TO GO WITH THE ESL AT THEIR CAMPUS.

A LOT OF THAT HAS TO DO WITH WHERE THEY LIVE AS WELL.

THE ESL CERTIFIED TEACHER IS ACTUALLY HELPING THEM WITH STRATEGIES FROM PRE K THROUGH SECOND GRADE.

THE ESL PULL OUT PROGRAM ARE THE ESL STUDENTS WHERE THEY HAVE AN ESL CERTIFIED TEACHER AND LANGUAGE ARTS CONTENT AREA.

UNFORTUNATELY, IT'S REALLY HARD TO GET TEACHERS WHO ARE CERTIFIED.

IT'S EVEN HARDER TO GET THEM ESL CERTIFIED, SO WE TRY.

AND BY TEA SAYS, MINIMUM REQUIREMENT IS THAT WE HAVE THEM ESL CERTIFIED IN LANGUAGE ARTS, WHICH IS REALLY IMPORTANT, SO THAT IS WHY IT'S CALLED PULL OUT.

I KNOW THAT WE'RE GETTING LOTS OF NEW STUDENTS, SO A LOT OF THE TEACHERS, OUR GOAL IS TO TRY TO HELP SUPPORT THEM WITH STRATEGIES, TRAININGS AT REGION 9, TRAININGS FOR [INAUDIBLE] TO HELP THEM WITH STRATEGIES, AND TO HELP THE STUDENTS THAT ARE NEWCOMERS AND MAYBE NOT EVEN KNOW ANY ENGLISH.

LAST YEAR WAS THE YEAR THE FIFTH GRADE WAS ADDED ON AND WE'RE COMPLETE AND BILINGUAL.

RIGHT HERE JUST SHOWS THAT OUR COUNT AS A SNAPSHOT WAS 1,574 STUDENTS.

YOU CAN SEE THAT HAS GROWN SINCE 2021.

WE HAVE ABOUT 940 IN THE ESL PROGRAM, 550 IN THE BILINGUAL PROGRAM, AND ALTERNATIVE LANGUAGE PROGRAM OR OTHER THINGS ARE DENIAL.

WHEN THERE'S A HIGH SCHOOL OR A MIDDLE SCHOOL STUDENT WHO COMES IN, THEY'RE EXPECTED TO TAKE THE SAME STATE ASSESSMENTS AS EVERYONE ELSE, AND THEY COUNT.

IT'S A REALLY HARD THING, AND IT'S NOT JUST [NOISE] WICHITA FALLS WITH THAT PROBLEM, IT'S ACROSS TEXAS AND THE COUNTRY.

WE TRY REALLY HARD TO GIVE THEM FOUNDATION AND THE SKILLS TO READ IN ENGLISH.

IN OUR CASE, OUR BILINGUAL PROGRAM IS SPANISH, AND THEN THAT WAY THEY CAN COMMUNICATE.

THE RATINGS FOR THEM ARE BEGINNING, INTERMEDIATE, ADVANCED, AND ADVANCED HIGH.

THE WAY A STUDENT EXITS FROM OUR PROGRAM RIGHT NOW, AND WILL PUT THAT IN THE NEXT SLIDE, IS THIS EMERGENT BILINGUAL ENGLISH LEARNER RECLASSIFICATION CHART.

BASICALLY, IT'S VERY DIFFICULT TO EXIT OUT OF THIS.

THE STUDENT HAS TO BE ABLE TO HAVE ADVANCED HIGH IN ALL FOUR DOMAINS: ENGLISH, READING, WRITING, AND SPEAKING.

THEY HAVE TO PASS THE START TEST.

THERE'S RECLASSIFICATION RUBRIC THAT SAYS, YES, THIS CHILD CAN DO COMPLETE ALL OF THEIR ASSIGNMENTS WITHOUT ANY LINGUISTIC SUPPORT.

IT'S VERY DIFFICULT.

SOME STUDENTS WHO ARE NOT ESL STUDENTS COULD NOT PASS THIS TEST. IT'S VERY DIFFICULT.

WHAT WE TRY TO DO IS PROVIDE TELPAS PRACTICE SESSIONS.

WE WORK HARD WITH THOSE STUDENTS IN THE CLASSROOM TO USE THOSE STRATEGIES AND ALL THOSE FOUR DOMAINS SO THAT WE CAN RAISE THOSE.

EACH YEAR, A CHILD WOULD LIKE TO SEE THAT THEY INCREASE EACH YEAR IN THEIR LANGUAGE.

BUT I WILL SAY THAT AFTER LOOKING AT THE TELPAS REPORT, WHICH GIVES ALL OF THE RESULTS FOR ALL EMERGENT BILINGUAL STUDENTS, THAT FROM 21/22 SCHOOL YEAR TO 22/23 EVERY AREA DID INCREASE.

OUR TEACHERS ARE DOING A GOOD JOB WITH THAT STRATEGIES, WITH WHAT THEY HAVE.

I WILL SAY, I'M GOING TO GO BACK HERE.

ENGLISH 1 AND ENGLISH 2 TEND TO BE REALLY LOW.

THAT PROBABLY THOSE NEWCOMERS, AND I KNOW EVEN IF THEY'RE NOT NEWCOMERS, LANGUAGE IS A LITTLE BIT HARDER FOR THEM.

IF YOU LOOK AT THOSE SCORES, YOU CAN SEE WHERE THAT IS PRETTY LOW, BUT IT'S REALLY DIFFICULT FOR THEM TO COME IF THEY'RE NEW OR IF THEY HAVE ANY LIMITED PROFICIENCY IN ENGLISH, TO PASS THOSE TESTS, THEN YOU SEE AFTER A BIT A LITTLE HIGHER.

BIOLOGY. LET'S GO A LITTLE BIT HIGHER.

WE HAVE OVER 40 LANGUAGES SPOKEN IN OUR DISTRICT.

WE DO PROVIDE PARENT INFORMATIONAL MEETINGS, FAMILY ENGAGEMENT MEETINGS.

THIS SPRING, WE'RE GOING TO HAVE A COMMUNITY ENGAGEMENT MEETING.

ALL OF THESE, WE TRY TO HAVE PARENTS COME AND GET INVOLVED.

THEN GIVE THEM A STRATEGY LIKE FOR READING OR MATH, THAT THEY CAN TAKE HOME AND HELP THEIR KIDS AT HOME.

THIS IS JUST HOW MANY BILINGUAL TEACHERS WE HAVE THAT WE'RE GOING TO NEED A LOT MORE.

DOES HAVE TWO TEACHERS PER GRADE LEVEL, SOUTHERN HILLS, WE WOULD LIKE TO STACK THEM WITH HOPEFULLY ONE DAY, TWO AT EACH GRADE LEVEL THERE, BECAUSE THOSE ARE THE TWO BIGGEST CAMPUSES WITH THE MERGER OF LAMAR.

IF THERE IS A STUDENT WHO IS NOT IN THE ESL CERTIFIED TEACHERS CLASS, WE DO HAVE TO REPORT IT.

WE WERE GLAD TO GET THAT NUMBER DOWN.

LAST YEAR WE HAD 37 ESL TEACHER WAIVERS.

THIS YEAR WE'RE DOWN TO 19.

AS TO DATE, WE HAVE EIGHT TEACHERS THAT HAVE ALREADY GOTTEN ESL CERTIFIED THIS YEAR.

WE'RE HOPING TO ADD TO THAT.
