I HAVE TWO AMAZING STUDENTS WITH ME HERE TODAY.

SO BACK IN MARCH, WE ATTENDED THAT TEACH TOMORROW'S ON IT, WHICH WOULD BE THE STATE LEVEL COMPETITION FOR TAFFY, WHICH LIKE DOCTOR SAID, IS THE TEXAS ASSOCIATION OF FUTURE EDUCATORS.

OVER NINE STUDENTS WHO COMPETED, TWO OF THEM MADE TO NATIONALS, WHICH IS PRETTY AWESOME.

SO THESE TWO STUDENTS MADE IT TO THE NATIONAL COMPETITION,

SHE WROTE AND ILLUSTRATED THIS BOOK TOTALLY ON HER OWN.

OUR TOPIC WAS ACTUALLY ABOUT THE TEACHER SHORTAGE CRISIS.

SO I JUST GIVE A SHORT SIX-MINUTE SPEECH ABOUT THAT CRISIS.

HOW IT'S AFFECTING OUR CLASSROOMS, HOW ITS AFFECTING OUR STUDENTS, AND WHAT WE CAN DO TO HELP SOLVE THAT CRISIS IN DIFFERENT AREAS.

>> OUR NEXT PRESENTATION IS TO RIDER HIGH SCHOOL FOR ACHIEVING A LEVEL SERIES CERTIFICATION AND HORIZONTAL HIGHER LIABILITY SCHOOLS.

WE HAVE DR. BLAIR HERE TO KIND OF TALK ABOUT THAT. THERE ARE DIFFERENT LEVELS.

THEY WILL MAKE UP THIS LEVELS PREVIOUSLY, AT THE VERY BEGINNING HOUSE LEVEL 2. AND IT TOOK A LONG WORK.

IT TAKES A VILLAGE TO DO ALL THIS. IT'S NOT JUST ONE TIME.

THEY GO THROUGH THE PAPERWORK, THE PEOPLE DO OBSERVATION, THEY GET TO TURNING LOTS OF DOCUMENTATION TO SHOW THAT THEY DEMONSTRATED THAT THEY HAVE ACHIEVED THAT.

SO I'LL LET YOU TAKE OVER.

BEEN TAKING A LITTLE TIME TO RECOGNIZE REALLY THE HARD WORK OF PART OF OUR TEAM THAT'S BACK HERE TONIGHT.

WE HAVE SEVERAL DIFFERENT EDUCATORS ON OUR HIGH RELIABILITY SCHOOLS LEADERSHIP TEAM.

THIS WAS MORE ABOUT FOR OUR SCHOOL.

IT'S REALLY HARD WORKS AND REALLY DEDICATED FOLKS WHO ARE TRYING TO MAKE THINGS BETTER FOR OUR TEACHERS AND MAKE THINGS BETTER FOR OUR KIDS AS FAR AS LEARNING GOES AND BILLING SYSTEMS AND A FRAMEWORK THAT WOULD KEEP US ON TRACK.

SO WE RECEIVED A LEVEL 1 CERTIFICATION SEVERAL YEARS AGO.

ACTUALLY PRE-COVID, WE WERE STARTING WELL TOO WHEN COVID HAPPENED.

WHEN WE GOT BACK FROM THAT, WE CONTINUE THAT WORK.

WE DIDN'T FEEL LIKE IT WAS SOMETHING THAT NEEDED TO BE NEGLECTED.

WE TRIED TO CONTINUE THAT WORK TO KEEP OUR EYE ON, REALLY KEEP STUDENTS IN LEARNING FIRST LAST SEVERAL YEARS.

AND SO THIS TEAM HAS WORKED REALLY HARD.

I'M GOING TO ASK THEM TO COME UP WHEN I CALL THEIR NAMES.

WE'VE GOT SEVERAL OF OUR TEXTS INSTRUCTIONAL LEADERS THAT ARE UP HERE.

WE HAVE FELICIA WOOD, WHO WAS ONE OF OUR ASSISTANT PRINCIPALS LAST YEAR.

WE HAVE TROY FARIS, ONE OF OUR ASSISTANT PRINCIPALS LAST YEAR.

BRITTANY BAILEY IS HERE.

SHE WAS A COUNSELOR LAST YEAR, BUT ONE OF OUR ASSISTANT PRINCIPALS LAST YEAR.

WE HAD BRASS ANDERSON, WHO WAS THE CAMPUS INSTRUCTIONAL LEADER FOR SCIENCE, NOW HE'S A DISTRICT CURRICULUM SPECIALISTS.

JERRY JONES IS OUR MATH INSTRUCTIONAL LEADER, AND ZARRY ZENER IS ONE OF OUR LEAD TEACHERS FOR SPECIAL EDUCATION.

SO THIS REPORT IS REALLY HARD.

I KNOW THE ACTIVE ROLE IN THE FACE THAT I CARRIED FOR WFISD EVERY DAY.

AND THE ROLE THAT I GET TO PLAY IN OUR STUDENTS LIVES.

THIS EVENING, I WOULD LIKE TO ADDRESS IN REGARDS TO THE TEACHER DRESS CODE, SPECIFICALLY, IT HAS TO DO WITH THE TATTOO PORTION.

I KNOW YOU'VE HAD THAT SPOKEN TO YOU BEFORE.

I'M AWARE OF THE CONCERN TO THE APPROPRIATENESS OF SHOWING TATTOOS AND TEACHER'S SHOWING THAT DURING CONTRACT HOURS AROUND STUDENTS AND AROUND PARENTS.

I FEEL THAT THE TEACHER DRESS CODE CAN GET HERE TO WITHOUT THE NEED TO COVER TATTOOS.

FOR INSTANCE, THIS PARTICULAR OUTPUT IS WHATEVER YOUR SCHOOL TODAY, EXCEPT THEY DIDN'T HAVE A CARDIGAN TO COVER MY ARMS. I KNOW THAT THERE ARE CONCERNS THAT IT COULD BE DISTRACTING IN THE CLASSROOM FOR STUDENTS, AND OF COURSE, BUT SOME PEOPLE MAY FEEL THAT THEY ARE INAPPROPRIATE ON TEACHERS AND LEADERS.

AS A TEACHER WHO HAS SEVERAL TATTOOS, I CAN PROMISE YOU THAT IT HAS NEVER BEEN A DISTRACTION IN MY CLASSROOM.

IN FACT, THE ONLY TIME IT IS A DISTRACTION IS WHEN I ACTIVELY COVER THEM.

THAT'S WHEN STUDENTS WILL ASK ME OVER AND OVER, "WHY ARE YOU WEARING THAT? WHY DOES IT LOOK LIKE THAT?" IF YOU GUYS AREN'T AWARE, YOU HAVEN'T BEEN IN THE CLASSROOM LATELY, OUR STUDENTS ARE TERRIBLY OBSERVANT WHEN IT COMES TO CHANGES IN HOW THEIR TEACHERS APPEARED.

FOR INSTANCE, TODAY, I WAS TOLD MANY TIMES THAT I LOOK WEIRD BECAUSE I DIDN'T HAVE MY GLASSES ON AND I LOOKED NICE.

AS A PARENT, I DO HAVE THREE CHILDREN AND THEY ARE USED TO HAVING PIECES OF ART ON THEIR MOTHER'S BODY, AND SEVERAL OF OUR STUDENTS THAT WE SERVE AS WELL ARE VERY FAMILIAR WITH THIS AS THEIR PARENTS ALSO, THE ART ON THEIR BODY.

TATTOOS AND RECOMBINANT ADULTS THAN PREVIOUS GENERATIONS, AND IF YOU WERE TO SEE ALL OF MY TATTOOS, YOU WOULD SIMPLY SEE THAT I AM A MOTHER, I AM RELIGIOUS, AND I HAPPEN TO BE A LOVER OF HARRY POTTER AND DISNEY.

I DO NOT SEE THESE IMAGES THAT THEY WOULD BE CONSIDERED INAPPROPRIATE FOR TEACHERS TO DISPLAY, OTHER THAN THE FACT THAT THEY HAPPEN TO BE ON MY SKIN.

ANOTHER REASON THAT I WOULD LIKE TO USE TO BE AWARE OF IN REGARDS TO THE REMOVAL OF THIS PART OF THE DRESS CODE IS A SMALL REGION, BUT IT'S FOR WHETHER REASONS.

TEXAS IS OVERBEARING AND HOT SOMETIMES, AND ESPECIALLY TOWARDS THE END OF THE SCHOOL YEAR FROM SPRING BREAK UNTIL THE END, AS WELL AS BEGINNING OF THE SCHOOL YEAR UNTIL ABOUT MID-OCTOBER.

WHEN I DO HAVE TO DRESS TO COVER MY TATTOOS, IT DOES GET EXCRUCIATING WITH HOT, THEN I CAN ONLY EXPECT SO MUCH FROM THE AIR CONDITIONERS IN OUR SCHOOL.

TATTOOS ARE NOT FOR EVERYONE AND I CAN UNDERSTAND THAT AND APPRECIATE THAT EVERYONE HAS ALLOWED THAT OPINION.

BUT AS LONG AS TATTOOS ARE NOT DEEMED AS LASHLEY APPROPRIATE OR VULGAR, I WOULD ASK YOU TO RECONSIDER AS RECENT AS PART OF THE DRESS CODE.

THIS MONTH FROM OUR LAST TWO MONTH.

THIS IS WHAT OUR ENROLLMENT LOOKS LIKE, 12,931 AND SO YOU CAN SEE THIS INCHING UP, ESPECIALLY CONSIDERING WHERE WE STARTED THE YEAR I WE STARTED THE YEAR ABOUT 12,250,

AND A LOT OF THOSE KIDS JUST THOUGHT, YOU KNOW, AFTER LABOR DAY IS WHEN THEY NEED TO START SAYING DID AN EXTRA WEEK.

I GOT TO REALLY LOOK AT IT, SOME OF THIS AND TALKING WITH OTHER SUPERINTENDENTS AND WE DISCOVERED THAT THE TEA MANDATES THAT WE FOLLOW STATUE, AND IF WE DON'T, THEY'LL THREATEN FUNDING, THREATENED SANCTIONS.

BUT THEY'VE VIOLATED FOR STATUES.

JUST IN THE LAST MONTH AND A HALF ALONE, AND I WANTED TO MAKE SURE THAT OUR BOARD WAS AWARE OF THIS IN THE PUBLIC WAS AWARE OF THIS AS WELL.

NOW, I WROTE A LOT OF THINGS DOWN AND MAKE SURE I GOT THIS RIGHT.

THEY VIOLATED SECTION 39.054, AND WHAT THAT MEANS IS THEY HAVE EXPLANATORY MATERIALS FOR ACCOUNTABILITY RATING SYSTEM.

EACH YEAR THE COMMISSIONER SHALL PROVIDE EACH SCHOOL DISTRICT THAT DOCUMENT THAT'S IN SIMPLE TERMS. WELL, WHAT THEY RELEASED BEFORE WAS 176 PAGE DOCUMENT THAT IS ANYTHING BUT SIMPLE.

IT'S VERY COMPLEX, YOU NEED A DEGREE IN ACCOUNTING AND WOULDN'T BE ABLE TO GET THROUGH THE MATH.

AND I'M SERIOUS ABOUT THAT.

YOU ALL GOT A LITTLE TASTE OF THAT.

LAST MONTH IS VERY COMPLEX.

THEY DID NOT EVEN HAVE FOLLOWED THEIR OWN STATUE THAT IT SAYS IT WOULD BE IN SIMPLE ASSESSABLE FORM.

WELL, YOU CAN'T GET AN A, IF YOU CHANGE THE RULES IN THE MIDDLE OF THE GAME, IT'S IMPOSSIBLE, AND SO THAT STATUTE VIOLATED.

0541, SAYS THAT DURING THE COMMISSIONERS MAY ADOPT INDICATORS AND STANDARDS UNDER THIS SUB-CHAPTER AT ANYTIME DURING THE SCHOOL YEAR, BUT FOR THE EVALUATION OF A SCHOOL DISTRICT FOR CANVAS, AND SO THIS IS CLEARLY OUT OF STATUTE BECAUSE THE SCHOOL YEAR HAS ALREADY STARTED.

THE FOLLOWING INFORMATION MUST BE MADE PUBLIC.

NOW THEY POSTPONED IT AGAIN AND IT'S GOING TO BE IN OCTOBER.

IN OCTOBER WE HAVE A SPECIAL SESSION THAT'S GOING TO HAVE THINGS LIKE BOUCHER'S TIDES. DON'T KNOW IF YOU'VE HEARD THAT.

AND SO THERE'S ALL OF THESE STATUES HAVE BEEN VIOLATED BY THE TEA.

BUT SENATE BILL 2 IS REQUIRING JURISDICTIONS, IN COUNTIES WITH POPULATIONS OVER 75,000 TO 0.5 MEMBERS TO THE APPRAISAL DISTRICT WARD AS REQUIRED BY SECTION 6.3 OF THE TAX CODE, WHICH IS WHAT MOST APPRAISAL DISTRICTS I HAVE FOUND UTILIZE THAT METHOD HAD FOR YEARS.

THE REASON THIS DISTRICT HISTORICALLY I BELIEVE IS THE REASON IS THEY WANTED TO GET A SMALL JURISDICTIONS OF VOICE.

THIS MYTHICAL CAN TAKE THEM AWAY, BUT THAT VOICE REALLY IS NOT AFFECTED BECAUSE AS YOU VERY WELL KNOW, BEING ON A BOARD VOTE BECAUSE YOU REPRESENT A PARTICULAR DISTRICT AND NOR DO ART BOARD MEMBERS AND VOTE BECAUSE THEY'RE FROM ELECTRIC, TEXAS, THEY FORGOT OPERATION THE APPRAISAL DISTRICT.

ADDITIONALLY, THREE MEMBERS WILL BE ELECTED AT LARGE IN MAY 2024, ELECTION TO SERVE ON THE BOARD EFFECTIVE JULY 2024.

THE TAX ASSESSOR-COLLECTOR WILL CONTINUE TO SERVE AS AN EX-OFFICIAL MEMBER.

HOWEVER, IT IS THE UNDERSTANDING OF BELIEF OF LEGAL MINDS GREATER THAN MINE, THAT BELIEVE THAT THAT TAX ASSESSOR RECORDER WILL NOW BE A VOTING MEMBER BECAUSE THERE WILL BE FIVE APPOINTED THREE ELECTED IN SIGNING TO BEAT THE TIME.

THERE ARE TWO OPTIONS FOR BRINGING THE APPRAISAL DISTRICT IN THE COMPLIANCE.

IN SECTIONS EXCEPT THROUGH THE TAX CODE, THE FIRST OPTION REQUIRED THAT THE APPRAISAL DISTRICT'S BOARD OF DIRECTORS APPROVE A RESOLUTION THAT'S WHERE YOU'RE GOING.

I HOPE THAT YOU'RE FREE THIS EVENING TO REDUCE THE NUMBER OF BOARD MEMBERS TO FIVE AND THEY DID THAT ON SEPTEMBER 14TH LAST THURSDAY AND THAT ALLOWS JURISDICTIONS SUCH AS YOURSELF TO ADOPT A SIMILAR RESOLUTION.

BOARD MEMBERS CAN BE APPOINTED AS REQUIRED UNDER 6.3 AND BE IN PLACE JANUARY 1, 2024.

THE SECOND OPTION WOULD BE FOR THE ART BOARD TO TAKE NO ACTION, JURISDICTIONS TO TAKE NO ACTION AND THEY JUST APPOINT FOUR MEMBERS AS THEY HAVE IN PREVIOUS YEARS.

HOWEVER, IF THAT WERE TO BE THE CASE ON JULY 1 OF 2024, RIGHT NOW WE HAVE NINE APPOINTED BOARD MEMBERS, AND FOUR OF THOSE WOULD HAVE TO BE ELIMINATED BY SOME METHOD TO BE DETERMINED.

IT COULD ACTUALLY BE PULLING NUMBERS OUT OF A JAR.

THEN THE JURISDICTIONS WHO ARE ELIGIBLE TO VOTE AND APPOINTMENT OR MEMBERS WOULDN'T REALLY HAVE THEIR SAY.

IT WOULD BE DONE BY SOME STRANGE METHOD.

I CAN'T TAKE THEM OUT OF TIME.

I'VE SPENT WE'VE HAD A LEGAL OPINION THAT WE HAD TO RECEIVE.

THIS LEGISLATION REALLY DOESN'T GIVE DIRECTION TO HAVE THEM MAKE THIS MOVE AND WE BELIEVE AS DOES OUR ATTORNEY, THAT THIS IS THE BEST CLEANEST WAY TO DO THIS.

WE'RE ALSO THIS IS KIND OF WE'RE TAKING THE LEAD OF THE LEGISLATURE AND WE ARE MAKING THE ASSUMPTION THAT [INAUDIBLE], WHICH WILL BE PROPOSITION FOR ON THE NOVEMBER BALLOT WILL PASS, WHICH BECAUSE THEY'RE HAVING US CALCULATE ALL OF THE TAXABLE VALUES BASED ON 100,000 DOLLARS AND SHE'S SUDDENLY BELIEVE IT WILL PASS OF ALSO.

WE'RE JUST ASKING THIS BOARD IF THEY WOULD PASS THAT RESOLUTION SO WE CAN MOVE FORWARD AND HAVE THIS COURT IN TRANSITION.
